1. Background & Purpose

Westley Plastics invites suitably qualified suppliers to submit proposals for the supply, installation, commissioning and ongoing maintenance of an industrial battery backup system at:

The site experiences regular interruptions to the mains electricity supply. The objective of this project is to install a battery energy storage system (BESS) capable of maintaining power to critical production equipment and essential site services during grid outages.

The proposed system must automatically detect power loss and transfer the required loads onto battery power with minimal interruption to operations. The solution should also integrate with the site's existing solar photovoltaic (PV) installation where appropriate.

2. Site & Load Requirements

Site Address: Westley Plastics, Gawne Lane, Cradley Heath, B64 5QY

Critical Load to be Supported: 330–409 kW

Required Backup Duration: 2 hours

Typical Power Outages 2–3 outages per week, typically less than 1 hour

Transfer Switching: Fully automatic transfer to battery backup

Existing Generation: On-site Solar PV installation

The proposed system should be appropriately sized to support the stated critical load while providing the specified runtime and allowing for future operational flexibility where practical.

3. Commercial & Delivery Requirements

Contract Type: Supply, Installation, Commissioning and Maintenance

The successful supplier will be expected to:

  • Supply all equipment required for a complete operational system.

  • Install and commission the battery backup system.

  • Complete all necessary electrical integration and testing.

  • Provide operator training where required.

  • Supply all relevant technical documentation and certification.

  • Offer ongoing maintenance and support arrangements.

Tender submissions should include, as a minimum:

  • Details of the proposed battery energy storage system, including rated power (kW) and storage capacity (kWh).

  • Confirmation that the proposed solution satisfies the stated load and backup duration requirements.

  • System architecture, including inverter technology, battery chemistry and control methodology.

  • Details of automatic transfer arrangements and integration with the existing solar PV installation.

  • An itemised quotation covering:

    • Equipment supply

    • Installation

    • Electrical works

    • Civil works (where applicable)

    • Commissioning

    • Any optional items

  • Warranty terms for both batteries and associated equipment.

  • Expected operational lifespan and performance under frequent cycling.

  • Recommended maintenance schedule and associated service offerings.

  • Estimated delivery, installation and commissioning programme.

  • Details of similar industrial battery storage projects completed within the last five years, including client references where available.

5. Evaluation Criteria

Tenders will be assessed against the following criteria:

  • Technical compliance with the specification

  • System reliability and resilience

  • Whole-life value for money

  • Delivery and installation programme

  • Warranty and maintenance support

  • Experience delivering comparable industrial battery storage projects

  • Quality of references provided
